The uneven development of Indian states has created many socio-economic and political problems. Critically analyse the statement with special reference to Bihar.

If we look at the recent data published by Niti Aayog, we find a huge disparity between some states like Kerala, Maharashtra and states like U.P., Bihar, Jharkhand. The states like Kerala, Maharashtra have always been in forefront in every aspect from Human development index to Per Capita Income. While the states like Bihar and UP have always been at the bottom of the table. The latest report of multi-dimensional index published by Niti Aayog revealed that approx 51% (51.91%) of the population of Bihar is under multi-dimensional poverty while Kerala topped with less than 1% (0.71%) population under multi-dimension poverty. In education and health sector also, Bihar performs very bad and remained at the bottom of the table.

Since, the country is made up of states and if there is uneven development of states, it will have a negative impact on nation's overall development. The other socio-economic and political problems arose due to this uneven development are given below -
  • Income inequality between different states
  • Large scale migration of labours from underdeveloped or non-industrialised state to developed state which resulted in huge crowding in that state.
  • It may lead to social stratification which in turn lead to ghettoisation.
  • Large scale migration leads to loss of working labour force in source region which further aggravates the situation.
  • It may lead to people of destination region following 'son of soil policy' which may result in conflicts.

Thus, to prevent all these and for the holistic development of the nation, the union government has constituted Niti Aayog (earlier Planning Commission) to look into. In spite of that, some states like Bihar lagged way behind other states because of some inherent reasons. These are -
  • Low level of literacy in Bihar.
  • Lack of skill development and vocational education.
  • Lack of industries.
  • Lack of emphasis on Agriculture - As per the recent Economic Survey, approx two-third of the population is engaged in Agriculture but its share in state GDP is nearly 20% which is very less.
  • Disguise unemployment especially in Agriculture sector.
  • Annual flooding problems in South Bihar, etc

Thus, for the overall development of the nation, we need to remove these social and geographical barriers and make step towards shared economy. 

For that the states like need to work upon many aspects like -
  • Strengthening governmental educational institutions which are in pathetic condition in Bihar.
  • Greater emphasis on Skill development and Vocational training. So that, youths of Bihar become an asset for the government not a liability.
  • Introduction of modern and scientific method of agriculture. This helps in increasing the production and thus added to state's prosperity.
  • Greater focus on developing better infrastructure which eventually results in improvement in Ease of doing business in Bihar and attracts more and more industries.
  • Condusive and supportive government policies like Startup policy 2022 which would help in establishing new industries in Bihar.
Apart from all these government and civil societies need to create awareness among people of Bihar, so that they may become the flag bearer for Bihar's development.
